Tajani chiude le porte a Carles Puidgemont e Toni Comin

Di seguito la lettera, sottoscritta anche da Barbara Spinelli, inviata al presidente del Parlamento e ai vice-presidenti riguardante la questione del non-accreditamento dei parlamentari catalani neo-eletti.

Dear Mr Tajani and Vice-presidents,

We are writing to you in order to firmly ask you to rectify your decision not to allow Mr Carles Puigdemont and Mr Toni Comín to enter into the European Parliament as newly elected MEPs.

As you well know, their list got 1.025.411 votes from European citizens. Banning Mr. Puigdemont and Mr. Comín from entering the European Parliament represents a violation of their political rights and the political rights of their voters.

What’s more, banning them from the European Parliament and allowing the rest of Spanish MEPs to continue the proceedings despite being in the same legal position is a clear case of political discrimination. And later, withdrawing all temporary accreditations given to Spanish MEPs-elect to avoid “political problems” with Spain, is also unacceptable, as the MEPs from the rest of European countries can work normally.

We call you to urgently rectify and to respect the results of the European elections. Mr Carles Puigdemont, Mr Toni Comín and Mr Oriol Junqueras (in preventive prison since November 2nd of 2017) have been elected and have right to be MEPs. We call you and the board of Vice-presidents to defend their political rights.

Lettera al presidente Antonio Tajani

COMUNICATO STAMPA

Alla vigilia del Consiglio europeo, il 28 giugno mattina, Barbara Spinelli e 39 eurodeputati hanno scritto al presidente Antonio Tajani: “Le Sue affermazioni sulle Ong sono potenzialmente divisive per il Parlamento europeo”

Bruxelles, 29 giugno 2018

Barbara Spinelli e altri trentanove eurodeputati appartenenti a quattro distinti gruppi politici avevano inviato una lettera ad Antonio Tajani in seguito a un’intervista pubblicata lo scorso 25 giugno dal quotidiano “Il Messaggero” in cui il Presidente del Parlamento europeo aveva rilasciato dichiarazioni a proposito delle Ong che fanno soccorso in mare.

L’intenzione non era entrare nel merito delle affermazioni, ma ricordare al Presidente il ruolo neutrale e imparziale che Egli è chiamato a esercitare, a garanzia della pluralità del Parlamento.

La lettera è più che mai attuale dopo le decisioni del Consiglio Europeo, visto che il Parlamento ancora non si è pronunciato né sulle condizioni fissate dal Consiglio per l’attività di Ricerca e Soccorso delle Ong (rispetto della legge internazionale nella misura in cui questa è “applicabile”; compiti di SAR affidati solo alle Guardie costiere libiche) né sul finanziamento europeo delle cosiddette “piattaforme di sbarco” in Paesi terzi (finanziamento contestato dal Presidente della Commissione Libertà civili, giustizia e affari interni, Claude Moraes). Il Parlamento europeo è completamente ignorato dal comunicato finale del Consiglio.

Di seguito il testo della lettera e le firme.

Gentile Presidente Tajani,

nell’intervista pubblicata il 25 giugno 2018 dal quotidiano italiano “Il Messaggero”, intitolata Tajani: Basta con queste Ong fuori dalle regole, così favoriscono il traffico del clandestini [1], Lei afferma che le ONG che operano nel Mediterraneo vanno censite e devono tutte avere a bordo un militare italiano o europeo. A suo dire, non è possibile che vadano e facciano come vogliono, raccogliendo persone e favorendo il traffico di clandestini. Vanno autorizzate o fermate. Ha continuato asserendo che prima bisogna trovare un’intesa sugli hotspot esterni, poi su dove mandare i rifugiati. Gli altri vanno rimandati nei Paesi di origine. Ma servono soldi – ha affermato – per creare campi dove possano stare sotto egida UE e ONU.

Vorremmo gentilmente ricordarLe che in seno al Parlamento europeo esistono pareri diversi riguardo alle attività di Search and rescue delle ONG, e il Presidente ha l’onore e l’onere di rappresentarli tutti.

In quanto membri del Parlamento europeo, le chiediamo – in considerazione del Suo ruolo e del Suo mandato – di evitare affermazioni potenzialmente divisive per l’istituzione che rappresenta.

Tajani e il refoulement dei migranti in Libia

Barbara Spinelli è intervenuta all’inizio della miniplenaria del Parlamento europeo per chiedere chiarimenti a nome del gruppo Gue-Ngl sull’intervista rilasciata da Antonio Tajani al gruppo di stampa tedesco Funke Mediengruppe, in cui il neo eletto Presidente del Parlamento europeo ha sostenuto la necessità di tenere migranti e rifugiati nei campi di detenzione libici per un periodo di tempo indefinito. 

Nella sua risposta, il Presidente ha dichiarato di non aver auspicato la costruzione di campi di concentramento: un’accusa mai formulata da Spinelli, e purtroppo ripresa da alcuni giornali internazionali.

Di seguito l’intervento in aula:

«Mi rivolgo a lei, Presidente, appellandomi all’articolo 22 del regolamento, perché sono stupita da quanto ha detto ieri alla stampa tedesca sugli accordi di rimpatri in Libia. Senza che il Parlamento ne avesse ancora discusso, e conoscendo le obiezioni di tanti deputati, si è dichiarato favorevole a campi di detenzione in Libia, dove migranti e rifugiati potranno essere rinchiusi – cito – “anche per anni”.

Il mio gruppo, ma non solo, è contrario all’accordo. Anche l’Alto Commissariato Onu per i diritti dell’uomo ritiene la Libia uno Stato non sicuro dal punto di vista del rispetto dei diritti umani. Nell’intervista Lei dice che non dovranno essere campi di concentramento, e ci mancherebbe! Non so però come l’Unione possa garantirlo, non essendo la Libia un protettorato. Sono stupita perché a suo tempo Lei promise di essere un Presidente imparziale, rispettoso delle diversità di quest’aula. Temo sia una promessa non mantenuta».
